BANDA ACEH | INDATANEWS.COM ~ The Head of the Aceh Regional Police, Inspector General Marzuki Ali Basyah, has outlined key strategies and challenges in implementing Indonesia's new Criminal Code (KUHP) and Criminal Procedure Code (KUHAP). The presentation was delivered during a working meeting with Commission III of the Indonesian House of Representatives (DPR RI) on Friday (April 10, 2026) at the Presisi Hall of the Aceh Regional Police Headquarters.
The meeting formed part of an official oversight visit by Commission III, led by Muhammad Rano Alfath, aimed at monitoring the implementation of Indonesia's newly enforced criminal justice framework, which came into effect in 2026.
Strengthening Human Resources and Public Outreach
In his presentation, Inspector General Marzuki stated that the
Aceh Police had already implemented a series of strategic measures to support the rollout of KUHP and KUHAP. These include public outreach campaigns, expert discussions, and continuous development of personnel competencies.
"We have conducted various training programs and learning initiatives, including internal police education programs, to accelerate our members' understanding of the new legal provisions," he explained.
In addition, specialized teams have been deployed at the district level to provide technical assistance, particularly in applying restorative justice principles and utilizing modern information systems within the criminal justice process.
Cross-Sector Coordination and Local Legal Context
Inspector General Marzuki emphasized the importance of inter-agency coordination, particularly with the prosecutor's office and the judiciary. Given Aceh's unique legal environment, which includes customary law and the Qanun Jinayat, careful harmonization is essential.
"Coordination and collaboration are crucial because Aceh also applies customary law. We must ensure there are no overlaps in law enforcement," he said.
Regulatory Challenges and Agrarian Conflict CasesThe police chief also highlighted several challenges in implementing the new legal framework, including the need for additional implementing regulations, integration of technology-based justice systems, and adequate funding and infrastructure support.
To address these issues, the
Aceh Police have introduced new standard operating procedures, routine coordination meetings, and the integration of KUHP and KUHAP materials into police training curricula.
Inspector General Marzuki also addressed ongoing cases involving agrarian and plantation-related conflicts, including incidents of group violence and organized destruction of oil palm plantations owned by a private company. The estimated losses are valued at hundreds of millions of rupiah. Several suspects have been identified as investigations continue under due legal process.
"Our focus remains on the criminal aspects. Broader agrarian issues require clarification from the relevant authorities," he noted.
He concluded by expressing hope that the briefing would provide DPR RI Commission III with a comprehensive overview of field conditions to support future national legal policy development. (IDNC)
