MEDAN | INDATANEWS.COM – North Sumatra Governor Bobby Nasution has urged regencies and cities across the province to promptly complete all administrative requirements related to the 2026 Revenue Sharing Fund (Dana Bagi Hasil/DBH), warning that delays are currently hindering the disbursement process.
The governor made the statement during a virtual
DBH 2026 handover coordination meeting held from the Tengku Rizal Nurdin Hall on Jalan Sudirman No. 41, Medan, where he reviewed the readiness progress of all recipient regions.
According to provincial data, only 16 of 29 recipient regions have finalized the required regional head regulation (Peraturan Kepala Daerah/Perkada), leaving several areas still unprepared for fund disbursement.

Perkada is a fundamental requirement before DBH funds can be distributed.
He noted that the majority of regions have yet to meet this obligation, which has created a bottleneck in the overall distribution process and delayed the start of development funding across several districts and cities.
The governor stressed that administrative compliance is essential to ensure that fiscal transfers can be executed in a timely and orderly manner.

Procurement Delays Stall Development ProjectsIn addition, Bobby revealed that out of the 16 regions that have completed their Perkada, ten have yet to initiate procurement processes for development projects.
He described procurement as a critical stage in ensuring transparency, accountability, and proper implementation of public development programs.
The delays, he added, are now directly affecting infrastructure projects and other regional development initiatives that rely on DBH funding.
Call for Discipline and Transparency in Fund ManagementThe governor further called for stricter discipline in managing DBH funds, stressing that every stage—from planning and budgeting to execution—must adhere strictly to regulations.
He also warned against any misuse of funds for personal or group interests.
"These programs are solely intended for regional development. There must be no personal gain whatsoever,"
Bobby Nasution emphasized.
The provincial government, he added, will only release the funds once all administrative requirements have been fully completed. (IDNC)
