JAKARTA | INDATANEWS.COM – Indonesia's Deputy Minister of Home Affairs, Bima Arya Sugiarto, has underscored the crucial role of Regional House of Representatives (DPRD) secretariats in maintaining balance and harmony among stakeholders in regional governance. He noted that effective local administration depends not only on regional heads and DPRD members, but also on the capacity of secretariat personnel to build effective communication and a productive working environment.
He delivered the remarks while opening a national capacity-building program for DPRD secretariat human resources, alongside the 15th National Working Meeting (Rakernas XV) of the Association of DPRD Secretaries of Regencies and Cities across Indonesia (ASDEKSI), held at Millennium Hotel Jakarta on Friday, June 12, 2026.
DPRD Secretariats as Stability Pillars of Local Government
Bima Arya emphasized that DPRD secretariats function not merely as administrative support units, but also as strategic intermediaries among key regional stakeholders. They are expected to serve as a bridge connecting local governments, legislators, and the Regional Leadership Coordination Forum (Forkopimda).
He stressed that strong inter-institutional cooperation forms the foundation of stable and effective governance. According to him, clear and effective communication accelerates development programs, improves policy targeting, and reduces the risk of sectoral conflict.
The Deputy Minister also noted that regional governance is facing increasingly complex challenges amid shifting economic and social dynamics and rising public service demands. Strengthened collaboration, he said, is essential to support the national development agenda.
"The Minister of Home Affairs consistently emphasizes that national economic growth is strongly driven by regional development, which in turn depends on cooperation between local governments and Forkopimda," he stated.
Strengthening Synergy Between Executive, Legislature, and Forkopimda
Bima Arya further highlighted that national development can only be achieved through well-coordinated regional governance structures. He warned that tensions between the executive, legislative bodies, and Forkopimda could significantly slow down development acceleration.
In this regard, DPRD secretariats play a crucial role as coordination and communication hubs, fostering constructive dialogue when differences arise between institutions.
He also encouraged the development of a collaborative work culture within regional administrations. Senior personnel, he said, should mentor younger staff to deepen their understanding of governance practices and institutional dynamics.
"You have a very important role here. Younger staff should learn from experienced colleagues how to build harmony and cooperation between the executive, legislature, and especially Forkopimda," Bima Arya said.
Professionalism and Digital Transformation in Public Service
Bima Arya stressed the importance of professionalism in public service, noting that a clear understanding of duties, functions, and legal responsibilities is essential for proper governance.
Integrity, discipline, and accountability, he said, must remain the foundation of public administration. With these values in place, DPRD secretariats can contribute not only administratively but also to transparent and accountable governance.
He also highlighted the importance of digital transformation to improve efficiency, transparency, and speed in regional decision-making processes.
ASDEKSI Rakernas as a Collaboration Platform
Bima Arya praised the 15th ASDEKSI National Working Meeting as an important platform for strengthening the capacity of DPRD secretariats across Indonesia. He said such forums should go beyond formalities and serve as spaces for meaningful exchange of experiences and practical solutions to regional challenges.
He expressed hope that participants would return to their respective regions with actionable insights to improve governance quality.
"Just do our best and insyaallah God will do the rest," he concluded.
The government expects that this capacity-building initiative will further strengthen collaboration among regional stakeholders, with DPRD secretariats playing an increasingly strategic role in promoting harmony, coordination, and accelerated regional development. (INDC)
