Aceh Government Confirms Transparent Handling of 2025 Disaster Funds

ACEH DISASTER RELIEF FUND: The Aceh government ensures that 2025 disaster funds are transparently recorded and strictly monitored.

BANDA ACEH | INDATANEWS.COM ~ The Aceh provincial government has emphasized that all disaster relief funds in 2025 were managed fully in accordance with the law and are subject to complete transparency. Claims of financial opacity are unfounded and misleading.

Total Aid Funds Recorded in Provincial Accounts

Murthalamuddin, spokesperson for Aceh's flood and landslide disaster post in 2025, reported that by December 31, 2025, disaster assistance from various Indonesian regions totaling IDR 32,904,958,400 had been deposited into Aceh's main provincial account (RKUD). These funds were disbursed following the Ministry of Home Affairs circular No. 900.1.1.4/9595/SJ dated December 1, 2025, to the affected districts.

"All assistance from provinces, cities, and regencies across Indonesia is officially recorded in the RKUD and used according to prescribed mechanisms. There are no funds outside the system," Murthalamuddin emphasized on Wednesday, February 11, 2026.

Strict Oversight of Fund Distribution

Murthalamuddin added that the Aceh government strictly monitors the entire fund distribution process, with oversight from the APIP (Internal Government Supervisory Agency). This ensures accountability, transparency, and proper use of the funds. Every step from planning and disbursement to reporting is documented in an integrated control system.

A total of 70 provinces, cities, and regencies across Indonesia contributed to Aceh's disaster relief. Of the incoming funds, the provincial government transferred IDR 26,774,964,200 to affected areas through the Special Financial Assistance (BKK) in two tranches. The first phase allocated IDR 8.8 billion to 18 provinces and regencies based on the number of affected people, evacuees, and disaster status. The second phase distributed IDR 17,974,964,200 to 11 regions, considering accessibility, evacuation figures, fund sources, and urgency.

"The BKK system acts as an administrative channel in Aceh. Funds are transferred directly to cities and regencies, which distribute them in accordance with regulations," Murthalamuddin said.

Remaining assistance of IDR 5,629,994,200 will be used in the 2026 fiscal year.

BTT and Logistics Aid Focus on Immediate Relief

In addition to BKK, the Aceh government allocated IDR 80,973,612,274 from the Special Unexpected Expenditure Budget (BTT), including IDR 20 billion as presidential assistance. By the end of 2025, IDR 71,490,612,745 had been disbursed to relevant authorities (SKPA). The remaining BTT balance of IDR 21,272,642,507 will be used until the end of the disaster period in the 2026 fiscal year.

BTT funds are primarily used for emergency response, including logistics and humanitarian operations. By the end of 2025, the Social Affairs Office distributed approximately 695,000 tons of relief supplies to severely affected areas. The funds also supported disaster relief personnel deployments.

Murthalamuddin stressed that the Social Ministry directly disbursed IDR 20 billion to beneficiaries, which did not enter Aceh's provincial budget. "The Aceh government does not manage the Social Ministry's IDR 20 billion. The Ministry distributes these funds directly," he explained.

In total, Aceh's 2025 disaster relief funding, including regional aid and BTT, amounted to IDR 113,878,570,674. (IDNC)
