MEDAN | INDATANEWS.COM - The North Sumatra Provincial Government is strengthening coordination with district and city administrations to accelerate the implementation of its 2026 home renovation programme. With funding allocated for 15,011 housing units, the programme aims to reduce the number of uninhabitable homes and improve living conditions for residents.
The acting Regional Secretary of North Sumatra,
Timur Tumanggor, made the remarks during a coordination meeting to accelerate implementation and monitor progress under the home renovation programme. The meeting was held on Monday, 12 October 2026, in Meeting Room I on the second floor of the North Sumatra Governor's Office at Jalan Diponegoro No. 30, Medan.
Tumanggor explained that funding for home renovations in North Sumatra had increased significantly compared with the previous year. In 2025, the province received funding for around 1,900 housing units, while the allocation for 2026 rose to 15,011 units.
The increase gives local administrations greater scope to expand the
renovation of uninhabitable homes and help residents gain access to more adequate housing.
"The increase in funding presents a major opportunity to renovate uninhabitable homes in North Sumatra. This year alone, the allocation has risen substantially, from 1,900 units in 2025 to 15,011 units in 2026. We therefore need the support and close coordination of all district and city administrations to ensure the programme is implemented as effectively as possible by the end of the year," he said.
Higher Funding Requires Faster Administrative Procedures
Tumanggor urged district and city administrations to complete the administrative procedures required to implement the programme without delay. These include finalising the minutes documenting the proposed beneficiaries and providing other necessary paperwork to ensure that every stage of implementation complies with the applicable regulations.
According to Tumanggor, complete documentation is essential to preventing delays. Local administrations must also strengthen coordination with the relevant authorities and technical agencies to ensure that data verification and the selection of beneficiaries proceed smoothly.
Given the substantial increase in funding, every district and city must ensure at an early stage that all administrative requirements have been met. This will help maximise the use of the funds and ensure that assistance reaches people whose homes urgently need renovation.
Accelerating implementation also requires coordinated action by the central government, the provincial government and district and city administrations. Effective coordination is expected to remove administrative obstacles and ensure that the programme proceeds according to schedule through the end of 2026.

Rp20 Million in Assistance for Each Housing Unit
Rizaldi Andi Atjo, head of the Sumatera II Housing and Settlement Implementation Office, explained that each housing unit would receive assistance of approximately Rp20 million. Of this amount, Rp17.5 million is allocated for building materials, while Rp2.5 million covers labour costs.
This allocation covers both the materials required for renovation and the cost of workers carrying out the work on site.
Rizaldi emphasised the important role of district and city administrations, particularly the agencies responsible for housing and settlement development. They must verify the accuracy of data on prospective beneficiaries and ensure that all required application documents are complete.
Local administrations have also been urged to complete each stage of implementation promptly. These steps include meeting the formal eligibility requirements, preparing documents detailing funding needs, determining the beneficiaries and issuing the relevant decisions in accordance with applicable regulations.
According to Rizaldi, funding for North Sumatra's home renovation programme increased by around 657 per cent in 2026 compared with the previous year. The number of housing units receiving assistance rose from approximately 1,900 in 2025 to 15,011 in 2026.
The increased allocation will give more people the opportunity to bring their homes up to an adequate standard. At the same time, authorities must ensure that administrative procedures are completed on time, beneficiary data is accurate and the institutions involved work closely together. These measures are essential to ensuring that the additional funding delivers tangible results for communities.

Programme Evaluation to Guide Improvements in 2027
During the coordination meeting, Rizaldi announced that his office would evaluate the programme's progress, identify implementation challenges and gather feedback from various stakeholders.
The evaluation is intended to identify obstacles in the allocation and delivery of assistance and help the relevant parties develop appropriate solutions. Monitoring results will also provide a basis for improving implementation in 2026 and preparing plans for the following year.
"The evaluation findings will be taken into account to improve programme implementation in 2026 and will also support planning for 2027. Cooperation between the central government, the provincial government and district and city administrations, together with a spirit of mutual support, should help ensure that the home renovation programme in North Sumatra runs smoothly and reaches the people who need it," he said.
The meeting was attended by representatives of regional housing and settlement agencies, as well as relevant work units of the Ministry of Housing and Settlement Areas operating in North Sumatra. District heads and deputy district heads also attended, along with officials from the housing and settlement development agencies of districts and cities across the province.
The involvement of different levels of government is expected to improve coordination throughout the programme, from meeting eligibility requirements to verifying results on the ground. The central government, provincial government and district and city administrations are expected to carry out their respective responsibilities in a coordinated manner.
With funding covering 15,011 housing units and assistance of approximately Rp20 million per home, the 2026 renovation programme offers a significant opportunity to help more people access adequate housing. Its success, however, will depend not only on the amount of funding provided but also on selecting the right beneficiaries, completing administrative procedures promptly and ensuring that every stage of implementation is carried out within the required timeframe.
The North Sumatra Provincial Government and district and city administrations are expected to make the most of this opportunity to improve residents' living conditions sustainably. Close coordination and regular evaluations will be crucial to ensuring that assistance reaches those who need home renovations and makes a meaningful difference to their daily lives. (IDNC)
