LABUHANBATU SELATAN | INDATANEWS.COM - Rural development in Labuhanbatu Selatan Regency is entering a new phase through the 130th TNI Manunggal Membangun Desa (TMMD) program for the 2026 fiscal year. The program is not only focused on infrastructure development, but is also designed to improve public access, strengthen food security, support healthcare services, and promote community self-reliance.

During the meeting, the Dandim outlined several strategic measures that will form part of the TMMD program. The main activities will be carried out for 30 days in Aek Batu Village, Torgamba District, from October 13 to November 11, 2026.
In addition to the TMMD program, the meeting also discussed the construction of several bridges, the development of the Koperasi Desa/Kelurahan Merah Putih (KDKMP) program, and plans to establish TNI units in
Labuhanbatu Selatan.
Road Construction and Housing Renovation
The 130th TMMD includes several construction activities directly aimed at addressing the needs of residents in
Aek Batu Village. One of the main targets is the improvement of a 1,700-meter-long road with a width of five meters.
Improving the road is expected to facilitate public mobility while supporting residents' economic activities. Reliable road infrastructure plays an important role in connecting residential areas with public services and economic centers.
In addition to road construction,
Kodim 0209/Labuhanbatu plans to renovate five houses that are uninhabitable or require major repairs. The program is intended to address basic housing needs while improving the quality of life of affected families.
The TMMD program will also include the construction of five drilled wells and the renovation of five bathing, washing, and toilet (MCK) facilities. The provision of clean water and adequate sanitation is an important part of efforts to improve public health in the project area.
Two places of worship are also included in the renovation program. This means the TMMD's physical development component is not limited to road connectivity, but also covers housing, clean water, sanitation facilities, religious facilities, and improvements to the residential environment.
The program also includes measures to strengthen food security. Kodim 0209/Labuhanbatu plans to cultivate corn and watermelon on an area of 1.3 hectares. These agricultural activities are intended to optimize available land while contributing to food supplies at the local level.
Alongside the physical development program, TMMD will conduct various non-physical activities. These include public education on national defense and national awareness, drug abuse prevention, the strengthening of security and public order, legal awareness, healthcare, prevention of childhood growth problems, family planning, agriculture, and environmental protection and preservation.
The range of activities demonstrates that TMMD is not solely focused on constructing facilities and infrastructure. The program also seeks to strengthen residents' knowledge and awareness of various social and development-related challenges.

18 Bridges Built in Labuhanbatu Selatan
During the meeting with Regent
Fery Sahputra Simatupang, the Dandim also explained the latest progress of bridge construction carried out by the unit.
Of the 26 bridges that have been constructed in total, 18 are located in Labuhanbatu Selatan. They include suspension bridges and concrete bridges designed to open up and improve access between villages.
Bridges are an important component of regional connectivity. Better transportation links make it easier for residents to carry out daily activities, including accessing public facilities and economic opportunities.
The bridge construction therefore complements TMMD activities, in which improving accessibility is one of the main priorities. The infrastructure is expected to reduce mobility barriers for residents, particularly those living in areas where connections between regions remain limited.
In addition to bridge construction,
Kodim 0209/Labuhanbatu also discussed the progress of the KDKMP program. Several villages in
Labuhanbatu Selatan have already reached the verification and validation stage.
However, several villages and urban wards where KDKMP locations have not yet been established still require support from the regional government, particularly in providing suitable land. The Labuhanbatu Selatan Regency Government therefore needs to strengthen cross-sectoral coordination so that the required land can be provided in accordance with applicable regulations.
Cooperation between the regional government and TNI units is an important factor in ensuring that various programs can be implemented according to the conditions and needs of residents at the village and urban-ward levels.

Regional Government Prepares Support
In addition to TMMD and infrastructure development, the Dandim 0209/Labuhanbatu informed the meeting about plans to establish TNI units in the Sisumut area of Kotapinang District.
The plan includes 25 hectares of land for Brigif TP and 53 hectares for Yonif TP. However, the process of applying for the land as a grant is still underway because the sites are located in an area covered by company cultivation rights (HGU).
Consequently, administrative matters and the legal status of the land require further coordination between the TNI units and the Labuhanbatu Selatan Regency Government. The regional government also has a role in supporting the process related to land requirements in accordance with applicable regulations.

Fery Sahputra Simatupang said the
Labuhanbatu Selatan Regency Government was ready to cooperate with TNI units and support the implementation of the 130th TMMD.
He said cooperation between the regional government and the TNI could accelerate the implementation of programs directly aimed at meeting the needs of residents, particularly those living in rural areas.
"The
Labuhanbatu Selatan Government will fully support the implementation of the 130th TMMD. We want cooperation between the regional government and the TNI to provide direct benefits to the people," Fery Sahputra said.
He also emphasized that infrastructure development must be accompanied by improvements in people's quality of life. Therefore, TMMD is expected to have a broader impact through social and healthcare programs, food security measures, and activities aimed at empowering communities.
"The most important thing is that this program provides concrete benefits to the people and improves access, so that development can truly be felt all the way to the villages," he said.
Fery further said the Labuhanbatu Selatan Regency Government was ready to coordinate with relevant agencies to support the various requirements presented by Kodim 0209/Labuhanbatu.
In his presentation, the Dandim also outlined the regional government's support requirements for the opening and closing ceremonies of TMMD. Various regional agencies are also expected to be involved in supporting several development targets included in the program.
The regional government's support will include the renovation of uninhabitable houses, construction of drilled wells, improvement of MCK facilities, and renovation of religious facilities. The Labuhanbatu Selatan Government is also expected to support the provision of land for KDKMP and the planned establishment of Yon TP in the area.

Through road improvements, housing renovation, clean water provision, sanitation improvements, renovation of religious facilities, food security programs, and public education, the 130th TMMD in Aek Batu Village forms part of the rural development agenda in Labuhanbatu Selatan.
The cooperation between

Labuhanbatu Selatan Regency Government through the program is expected to improve access and extend the benefits of development to communities in rural areas.
