MEDAN | INDATANEWS.COM - The Office of Administration of the Provincial Leadership at the Regional Secretariat of the North Sumatra Provincial Government is continuing to advance the digital transformation of administrative processes. The initiative is aimed at ensuring that government services remain fast and responsive. Through the use of information technology via the "Sistem Informasi Manajemen Tata Administrasi Persuratan Sumatera Utara" (SIMANTAP) application, administrative processes can continue even when the Governor of North Sumatra carries out official duties in remote areas, including outlying islands.

Reza Prima Kurniawan, said digitalization plays an important role in supporting the high mobility of the provincial leadership. The governor has an extensive government and work agenda that requires flexible administrative support. The digital system allows coordination and administrative services to continue without requiring the governor's physical presence at the government office.
"Through the use of digital technology via the SIMANTAP North Sumatra application, the administration of the provincial leadership can continue to operate properly anywhere and at any time, including when the governor is working in the Nias Islands, for example," Reza said during a press conference held by the North Sumatra Office of Communication and Informatics in the lobby of the Dekranasda Building at the North Sumatra Governor's Office on

According to Reza, the adoption of the technology is in line with the demands of modern governance, which requires faster, more flexible and increasingly integrated administrative services. The Office of Administration of the Provincial Leadership is not only digitizing correspondence but is also developing various supporting systems to improve organizational performance.
Digital Transformation Strengthens Administrative Processes
Reza said the Office of Administration of the Provincial Leadership is continuously expanding its digital transformation through various programs. These include the development of a digital performance-monitoring system for the office, allowing the implementation of tasks and work processes to be monitored more measurably.
The office is also strengthening employee competencies through advanced training in public services and digital protocol management. These measures are accompanied by revisions to Standard Operating Procedures (SOPs) to ensure that workflows remain aligned with technological developments and current government administration requirements.
In addition to strengthening internal administration, the office is preparing guidelines for conducting provincial leadership protocol events in a hybrid format. The guidelines are intended to ensure that official events can continue to run effectively when participants attend both in person and through digital platforms.
The North Sumatra Provincial Government is also preparing integrated guidelines for digital communication by the provincial leadership. The objective is to improve coordination in the delivery of information and ensure consistent communication across various government activities.
In the area of human resource development, the office is conducting training for protocol and event security personnel. Reza said strengthening these competencies is necessary to support the implementation of provincial leadership activities in different regions, each with its own conditions and requirements.
Reza said his office is also developing a digital event management system. The system will support the organization of various provincial leadership activities, from preparation through implementation.
The development also covers the monitoring of experiences and the reception of distinguished guests. The Office of Administration of the Provincial Leadership uses the data and evaluations obtained from these activities to improve the quality of guest services while strengthening the public image of the North Sumatra Provincial Government.
"We are committed to further strengthening coordination within the provincial leadership, improving the effectiveness of bureaucratic services, and strengthening the image of the regional government through protocol management and communication by the provincial leadership," Reza said.

Government Agenda Remains Coordinated
Reza also highlighted the high intensity of activities undertaken by the North Sumatra provincial leadership. According to him, the various official agendas carried out so far have proceeded smoothly because regional government agencies have coordinated their responsibilities and divided tasks according to their respective authorities.
He said the governor's activities could not be separated from the support provided by the deputy governor, the Regional Secretary and the heads of various regional government agencies. This cooperation enables the regional government to carry out multiple government tasks simultaneously without disrupting administrative services.
"The governor does not work as 'Superman,' but as part of a super team. Everyone coordinates and shares responsibilities because the governor is also supported by the deputy governor, the Regional Secretary and the heads of regional agencies. Everyone works together to develop North Sumatra," Reza said.
This collaborative approach also plays an important role in managing the high mobility of the provincial leadership. When the governor carries out government duties in other regions, regional government agencies continue to perform their respective functions while receiving support from digital administrative systems.
Digitalization means that correspondence and administrative processes are no longer entirely dependent on the distance between the government office and the location of the provincial leadership. This is particularly important for North Sumatra, which covers a vast geographical area and includes numerous island regions.
An integrated system allows administrative processes to be handled more flexibly while supporting faster decision-making. SIMANTAP Overcomes Geographical Barriers
Muhammad Roja Sanofa, Head of the Planning and Human Resources Division at the Office of Administration of the Provincial Leadership of North Sumatra, said the SIMANTAP application directly supports the smooth handling of correspondence for the provincial leadership.
According to Roja, the system enables correspondence to be processed electronically, ensuring that the location of the provincial leadership no longer becomes an obstacle to administrative work. The system also allows the provincial leadership to sign documents electronically.
"Our correspondence is processed through the SIMANTAP application, allowing administration to continue without obstacles regardless of the location of the provincial leadership. Letters are also signed electronically, so all administrative matters can be handled through the application," Roja said.
The implementation of SIMANTAP is an example of how the North Sumatra Provincial Government is responding to the development of digitally supported governance. The system helps administrative processes become faster and more practical while ensuring that services remain accessible according to the needs of the provincial leadership.
The use of digital systems also gives the Office of Administration of the Provincial Leadership greater opportunities to monitor administrative processes in a more structured manner. Each stage of work can be handled through the prepared system, enabling more efficient coordination among employees.
The
digital transformation is not limited to correspondence. The Office of Administration of the Provincial Leadership is developing a broader work ecosystem covering performance monitoring, digital protocol management, provincial leadership communication, event management and evaluation of guest experiences.
This step demonstrates that the digitalization of provincial leadership administration forms part of the North Sumatra Government's efforts to adapt governance to the increasingly dynamic demands of public services. With technological support and cross-agency coordination, administrative services can be maintained even when the provincial leadership performs its duties in different regions.
