The reinstatement was based on
Deli Serdang Regent Decree No. 100.3.3.2/767/KPTS/2026 concerning the reinstatement of the
Rugemuk Village Head in Pantai Labu District.
Asri Ludin personally handed the decree to Muliadi on Wednesday, September 16, 2026, during a coordination meeting in Pantai Labu District. The meeting was led by the Deli Serdang Regent together with Deli Serdang Deputy Regent Lom Lom Suwondo, S.S.
The decree provides the legal basis for
Muliadi to resume his duties as
Rugemuk Village Head. However, the Regent stressed that the reinstatement also came with a warning.
Muliadi was required to administer the village properly and in accordance with applicable regulations.
Rugemuk Village Head Resumes Duties
Asri Ludin stressed that
Muliadi must use the opportunity to lead the
village administration responsibly. He urged the
Rugemuk Village Head to carry out all duties in accordance with applicable regulations and avoid any actions that could harm the state or the community.
"If a similar action occurs, I will not hesitate to dismiss him. Work in accordance with the applicable rules," he stressed.
According to Asri Ludin, village heads bear significant responsibility for administration and development at the village level. Therefore, all decisions and the use of village funds must comply with applicable regulations and be properly accounted for.
The repayment of the state losses was one of the grounds for Muliadi's reinstatement. In addition, Muliadi pledged not to repeat the action that had previously resulted in financial losses to the state.
Asri Ludin reminded him that the commitment must not remain merely a statement, but must be demonstrated through the day-to-day administration of the village. He called on
Muliadi to improve village governance and ensure that all public services are delivered properly.

Timbang Deli Village Head Dismissed
During the same coordination meeting, the Deli Serdang Regent also dismissed Hendri Ardiansyah Putera as the head of Timbang Deli Village, Galang District.
Asri Ludin issued
Deli Serdang Regent Decree No. 100.3.3.2/803/KPTS/2026 concerning the dismissal of the
Timbang Deli Village Head in Galang District.
Galang District Head Dharma Bakti Harahap received the decree on behalf of the Timbang Deli Village Head. The dismissal was related to problems in the administration of the village government, including the failure to pay honoraria to volunteer village workers for three consecutive years.
The matter was taken into consideration during an evaluation of
village administration. The Regent stressed that village heads must ensure that all administrative responsibilities are properly carried out. This includes fulfilling the rights of village workers who support the delivery of public services and activities at the village level.
"If the village head fails to properly carry out his duties, I will also not hesitate to take firm action," Asri Ludin said.
The dismissal decree also demonstrates that the
Deli Serdang Regency Government evaluates the administration of village governments and takes action when problems are identified in their implementation.

Asri Ludin Urges Village Heads to Follow Regulations
Asri Ludin subsequently urged all village heads across Deli Serdang Regency to make applicable laws and regulations the foundation of their administrative duties. Village heads must also maintain public trust through transparent and responsible governance.
He emphasized that the position of village head involves not only administrative responsibilities but also the direct provision of services and assistance to the community. Therefore, village heads must ensure that the various needs of residents are properly addressed and that the required public services are delivered appropriately.
Asri Ludin also called on village heads to perform their duties with discipline and refrain from making decisions that contradict applicable regulations. The administration of village governments, including the use of village funds and implementation of programs, must be carried out properly and be transparently accountable.
Through the reinstatement of the
Rugemuk Village Head and the dismissal of the
Timbang Deli Village Head, the
Deli Serdang Regency Government has underscored the importance of complying with applicable regulations in the administration of village governments.
Asri Ludin expressed hope that all village heads would draw appropriate lessons from the two decisions.
