MEDAN | INDATANEWS.COM - The North Sumatra Provincial Government and the North Sumatra Regional House of Representatives (DPRD Sumut) have reached an agreement on the draft Regional Regulation on the Revised Regional Budget (APBD) for the 2026 fiscal year. North Sumatra Governor Bobby Nasution called on all levels of the regional administration to ensure that the allocated budget is implemented swiftly, appropriately, properly and with high quality so that the people can benefit from it directly.
The agreement was formalized on Thursday, September 10, 2026, during a plenary session of the
North Sumatra DPRD at the provincial parliament building on Jalan Imam Bonjol in Medan, marked by the signing of the joint approval of the draft Regional Regulation on the 2026 Revised APBD.
All factions of the North Sumatra DPRD expressed their approval of the draft Regional Regulation on the 2026 Revised APBD during the session. The draft will now proceed through the next stages in accordance with applicable regulations before ultimately being enacted as a Regional Regulation.
Despite granting their approval, legislators submitted a number of notes and recommendations to the provincial government. The DPRD called on the regional administration to strengthen fiscal independence by increasing locally generated revenue (PAD), optimizing the management of taxes and levies, and increasing the contribution of regionally owned enterprises.
The North Sumatra DPRD also highlighted several areas directly related to public welfare. These include job creation, strengthening micro, small and medium enterprises (MSMEs), food security, improving basic public services, social protection, and achieving more balanced development across different regions of North Sumatra.
Bobby Calls for Faster Budget Implementation
Governor Bobby Nasution expressed his appreciation for the support of the DPRD leadership and all members of the North Sumatra DPRD, as well as the Regional Budget Team (TAPD), which was involved throughout the deliberation process on the revised budget.
According to Bobby, budget deliberations require close cooperation between the provincial government as the executive branch and the DPRD as the legislative branch. A productive and constructive partnership, he said, is an important factor in ensuring the quality of regional development planning.
Bobby emphasized that the joint approval of the draft Regional Regulation on the Revised APBD does not mark the end of the process. Instead, the government now faces the next challenge of ensuring that all programs and activities included in the budget can be implemented optimally.
"Following this joint approval, our next challenge is to ensure that what we have agreed upon can actually be implemented quickly, appropriately, properly and with high quality. The remaining time in the 2026 fiscal year must be utilized as optimally as possible,"
Bobby Nasution said before the parliament's leadership and members, as well as invited guests.
Bobby subsequently called on all heads of agencies and departments within the North Sumatra Provincial Government to immediately prepare measures to accelerate the implementation of programs and activities once all procedures for the enactment of the revised APBD have been completed.
He urged government agencies not to postpone the implementation of programs that have already received budgetary support. Coordination among all relevant stakeholders must function effectively so that the limited time remaining for budget implementation does not hinder the achievement of development targets.

Three Principles for APBD Implementation
Bobby also outlined three key principles that must guide all levels of the North Sumatra Provincial Government in implementing the revised budget.
The first principle is that no program should be delayed because of weak coordination. The regional government must ensure that every agency clearly understands its respective duties and targets and is able to establish effective coordination in implementing programs.
The second principle is that no budget funds should be spent without delivering a concrete benefit. Every rupiah spent by the regional government must make a clear contribution to achieving development targets and improving public welfare.
The third principle is that public services must not be compromised because of a lack of commitment to completing programs. Bobby called on all agencies to maintain the quality of public services while ensuring that priority programs are implemented in accordance with their established targets.
The notes and recommendations submitted by the North Sumatra DPRD through its factions and the parliament's budget committee are also expected to serve as an important basis for monitoring the implementation of the revised APBD. The provincial government will use these recommendations as a basis for evaluating and improving the quality of planning and budgeting in the next period.
Bobby expressed hope that the revised APBD for the 2026 fiscal year would not remain merely a regional financial planning document, but would instead serve as an instrument for accelerating development.
"Let us make the revised APBD for the 2026 fiscal year an instrument to achieve development targets more quickly, improve the quality of public services, strengthen the regional economy, and deliver tangible benefits to all people in North Sumatra," he said in closing.

Draft Enters Evaluation Stage
Following the joint approval by the
North Sumatra Provincial Government and the DPRD, the draft Regional Regulation on the Revised APBD of North Sumatra for the 2026 fiscal year will proceed through the next legally mandated stages.
These include an evaluation phase before the regional government officially enacts the draft as a Regional Regulation. Once all procedures have been completed, the North Sumatra Provincial Government will implement the programs and activities approved under the revised APBD.
As the remaining time in the 2026 fiscal year becomes increasingly limited, accelerating implementation has become a key focus of the provincial government. At the same time, the regional administration must ensure that every program is carried out according to plan, while the
North Sumatra DPRD continues to exercise its oversight function over the use of budget funds and the achievement of development targets.
The agreement between the North Sumatra Provincial Government and the DPRD is expected to strengthen regional development, particularly in areas directly related to the needs of the people. Increasing locally generated revenue (PAD), strengthening the local economy, creating jobs, ensuring food security, improving basic services, strengthening social protection, and promoting balanced regional development are among the key priorities requiring particular attention in the implementation of the revised budget.
