JAKARTA | INDATANEWS.COM - Deli Serdang Regency has ranked among the top three regions in the 2026 Regional Development Planning Award (Penghargaan Pembangunan Daerah/PPD), an award presented by the Ministry of National Development Planning/National Development Planning Agency (Kementerian PPN/Bappenas).
Deli Serdang Regent Asri Ludin Tambunan personally presented the regency's key programs and development achievements on Tuesday, September 1, 2026, at the Bappenas office in Jakarta. The presentation was delivered before the PPD 2026 assessment team.
In his presentation, Asri Ludin Tambunan outlined various programs that form the core of Deli Serdang Regency's development strategy. The regency administration has focused its efforts on three key areas: improving the quality of human resources, strengthening the economic capacity of the community, and accelerating poverty reduction.
To develop human resources, the regency government has implemented the DEMI PEMULA SEPEDA BAGUS and PAS SEHAT programs. In the economic sector, it has developed KAWAN UMKM. Meanwhile, poverty reduction efforts are supported by the SIBARULAH program.
"We are not simply developing programs; we also pay attention to the impact these programs create. Therefore, planning and implementation must be aligned and integrated so that the results truly reach the community," Asri said.
Inclusive Education and Healthcare in Focus
In the human resources sector, DEMI PEMULA SEPEDA BAGUS provides inclusive educational services for vulnerable groups and children with special needs (ABK). The program brings together various forms of assistance, ranging from education and healthcare to therapy and social protection, and provides them free of charge.
The Deli Serdang Regency Government delivers these services through Community Learning Activity Centers (Pusat Kegiatan Belajar Masyarakat/PKBM) and an ABK center in Pagar Merbau District. To date, the program has provided assistance to 617 children with special needs.
Deli Serdang has also recorded progress across several human development indicators. The expected years of schooling increased from 13.40 years in 2024 to 13.46 years in 2025.
During the same period, Deli Serdang's Human Development Index (Indeks Pembangunan Manusia/IPM) also rose from 77.56 to 78.29.
Alongside education, the regency government has strengthened healthcare services through the PAS SEHAT innovation. The program brings together five services designed to expand access to healthcare while enabling residents to obtain medical services more quickly.
One component of PAS SEHAT is PAS PULA, which guarantees access to healthcare for people from vulnerable groups who are not yet covered by the national health insurance program (JKN). There is also PAS JEMPOL, which facilitates the administration of healthcare services through biometric technology.
PAS CEPAT focuses on the active detection of tuberculosis cases through screening examinations using a mobile X-ray vehicle. The regency government has also implemented PAS CERDIK for the early detection of cervical and breast cancer through IVA tests and appropriate screening procedures.
Meanwhile, PAS KALI 24 Jam responds to medical emergencies. The service is connected to DELTA 112, allowing residents to receive faster assistance in critical emergency situations.
These various innovations demonstrate the Deli Serdang Regency Government's efforts to better integrate essential public services. Through these initiatives, residents are expected not only to have access to services but also to be able to obtain them more easily and quickly.

Digitalization to Accelerate MSME Growth
In the economic sector, the Deli Serdang Regency Government developed KAWAN UMKM and Café SOBATKU as part of its strategy to accelerate community-based economic growth. The programs support the development of integrated business areas while providing direct assistance to micro, small and medium enterprises (UMKM).
The regency government assists entrepreneurs in obtaining business licenses, facilitates access to government-supported business credit (KUR), and encourages the use of digital payment technology through QRIS.
The various measures have contributed to the development of UMKM turnover. Through digitalization and the strengthening of the entrepreneurial ecosystem, average UMKM turnover increased by as much as 93.04 percent.
The regional government views UMKM as an important engine of economic development for the community. Therefore, support for businesses is not limited to financial assistance but also includes simplifying business legalization, facilitating access to financing, and promoting the use of digital technology.
These achievements have been accompanied by improvements in several macroeconomic indicators in Deli Serdang Regency. In 2025, regional economic growth reached 4.55 percent.
Gross Regional Domestic Product (PDRB) per capita also increased to Rp78.08 million. At the same time, the open unemployment rate fell to 7.69 percent.
The poverty rate also declined to 3.11 percent in 2025. Meanwhile, the Human Development Index continued its upward trend, reaching 78.29.

SIBARULAH Accelerates Poverty Reduction
To reduce poverty, the Deli Serdang Regency Government has implemented the SIBARULAH innovation, or "Sinergi Bantuan Rumah Layak Huni," which means Synergy for Decent Housing Assistance. The program integrates measures to provide adequate housing for low-income residents.
Under the program, the regional government is targeting the provision of 14,023 adequate housing units for low-income people. The regency government also assists residents by waiving fees for Building Approvals (Persetujuan Bangunan Gedung/PBG) and the Duty on the Acquisition of Land and Building Rights (BPHTB).
SIBARULAH does not focus solely on housing provision. The program also includes home renovation assistance for families at increased risk of stunting due to malnutrition. In this way, housing initiatives are linked to efforts to improve family quality of life.
The implementation of the housing program contributed to Deli Serdang securing first place in the Sumatra region for the implementation of the "3 Million Houses" program launched by Indonesia's Ministry of Housing and Settlement Areas (Kementerian PKP RI).
In terms of development planning, the Deli Serdang Regency Government has also ensured that the 2026 Regional Government Work Plan (RKPD) is aligned with the 2026 National Government Work Plan (RKP).
For the 2026 RKPD budget, the regency government allocated Rp5.18 trillion to support eight national priorities through a total of 2,374 sub-activities. The alignment is part of the regional government's efforts to ensure that local development planning remains consistent with national development priorities.
Asri Ludin Tambunan emphasized that Deli Serdang's placement among the top three regions in the 2026 national PPD was an important boost to further strengthen the quality of development planning and implementation. In his view, the regional government must ensure that every policy produces concrete results that can be felt by the public and measured through clear indicators.
"Ultimately, development must bring about change. When poverty and unemployment decline, the Human Development Index rises and the economy grows, it shows that development is truly having an impact," he stressed.
Also attending Deli Serdang's presentation before the PPD 2026 assessment team were Regional Secretary Dedi Maswardy, Chairwoman of the TP PKK Jelita Asri Ludin Tambunan, Head of Bappedalitbang Yetti Sembiring, Inspector Edwin Nasution, and other heads of regional government agencies.
Deli Serdang's achievement of ranking among the top three regions in the national PPD 2026 represents an important accomplishment for the regional government. At the same time, the achievement presents a challenge to maintain the continuity of development programs so that the social, economic and welfare indicators of the community continue to improve.
