DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government on Saturday, August 29, 2026, officially launched the self-service system for population and civil registration services through the Salak Deli application. The innovation enables residents to apply for various population administration documents digitally without having to visit a service office in person.
Deli Serdang Regent dr. H. Asri Ludin Tambunan introduced the
Salak Deli self-service system during the closing ceremony of a technical training program on the implementation of regulations at the Pancur Gading Hotel & Resort on Jalan Kuala Simeme, Pamah, Deli Tua District.
The launch is part of the Deli Serdang Government's efforts to accelerate the transformation of public services through a faster, more transparent and accessible system that reaches residents at the village and district levels.
Salak Deli Cuts Travel and Bureaucracy
Regent Asri Ludin said the development of Salak Deli was a follow-up to Deli Serdang Regent Regulation No. 24 of 2025. The regional government is developing a self-service system so residents can process their population documents without having to repeatedly visit service offices in person.
"With the development of the self-service system in
Salak Deli, people no longer have to come to the office," he said.
The Salak Deli self-service system can be accessed through the Deli Serdang Sehat application, which is available on the Play Store. Through the system, residents will be able to apply for various population administration documents, including identity cards, family cards and child identity cards.
Asri Ludin emphasized that the digitalization of services is not merely intended to reduce travel and bureaucratic procedures. The government also wants to ensure that residents receive transparent population administration services and are protected from illegal charges.
"There should no longer be cases where people are charged Rp150,000 or Rp60,000 to apply for an identity card. Even Rp5,000, if it is demanded from residents, is already an illegal charge," he stressed.
In his view, the introduction of digital services also gives residents several options for accessing government administrative services. Residents can apply for documents through the self-service system while still having the option of visiting district-level service offices or the Mal Pelayanan Publik, or Public Service Mall.

SIAP SEHAT Expands Access to Services
Alongside strengthening Salak Deli, the Deli Serdang Government is also advancing the implementation of the Population Administration Integration System through Health Facilities, known as SIAP SEHAT.
The innovation links the recording of civil registration events, particularly births and deaths at health facilities, with the process of issuing population administration documents.
Under the system, residents will no longer have to complete all administrative procedures separately after receiving medical services. The government expects the integration to make the issuance of population documents faster and easier.
"When this system is operational, people will have options. They can go to the district office, the MPP, use an online queue, or go through a health facility. We are preparing all of these options," he said.
Head of the Deli Serdang Population and Civil Registration Office, Danang Purnama Yudha, said the Salak Deli self-service system was part of a redesign of the service system, with villages and districts serving as the front line of public services.
According to Danang, service responsibilities will be distributed according to the respective administrative levels. Matters that can be completed at the village level should be handled there. Services falling under the authority of districts will be processed at the district level.
The Mal Pelayanan Publik, meanwhile, will handle services that cannot yet be completed at the village or district levels.
Danang expressed hope that the launch of the
Salak Deli self-service system would accelerate the realization of simple, citizen-oriented and transparent population administration services without illegal charges.
In addition to its self-service feature, Salak Deli also provides an online queuing function. The feature allows residents to monitor the processing of their applications and service appointments, eliminating the need to repeatedly visit an office simply to check the status of their documents.
To further develop
SIAP SEHAT, the Deli Serdang Population and Civil Registration Office is currently accelerating cooperation with various health facilities. The regional government aims to encourage more health facilities to participate in the integrated system.
"We are currently finalizing cooperation agreements with 52 health facilities. We have also coordinated with the Health Office and the Regional General Hospital, and we will approach clinics as well so they can participate in this innovation," he said.

Technical Training Strengthens Service System
During the technical training, Danang also outlined several agreements aimed at strengthening population administration in Deli Serdang while making services more accessible to residents.
The agreements cover the distribution of service counters at the Mal Pelayanan Publik, PATEN-KALI service points at district offices, as well as PATEN-KALI service points at villages and urban neighborhoods. The arrangement is intended to provide residents with clear information about where they should access services according to the nature of their administrative needs.
The government is also making it easier, under certain conditions, to apply for the printing of electronic identity cards. Family members listed on the same family card may submit the relevant application.
Meanwhile, biometric data collection for electronic identity cards will be carried out at the district level. Services at the Mal Pelayanan Publik will focus on changes to photographs and personal data.
The technical training also resulted in an agreement to prepare standard operating procedures for the
Salak Deli application. The SOPs will regulate, among other matters, compliance with processing deadlines for account verification.
In addition, the government will use declaration letters to support changes to certain data elements, including occupation and education information.
The Deli Serdang Population and Civil Registration Office is continuing to accelerate the processing of outstanding applications submitted through the online service. The measures have already produced results, with the number of pending applications reduced from approximately 1,800 to 2,000 cases to around 650.
Danang urged all operators and service personnel at the district, village and urban neighborhood levels to strengthen their commitment to implementing the service system established by the regional government.
"We also hope that operators and personnel at the district, village and urban neighborhood levels will strengthen their commitment because they are an important part of supporting this transformation of the service system," he concluded.
At the same event, the Deli Serdang Government also presented awards to institutions for their achievements in population administration services during the first half of 2026.
In the category for the highest number of activations of population digital identity accounts, Percut Sei Tuan District took first place. Tanjung Morawa District ranked second, while Sunggal District placed third.
In the category for the highest proportion of child identity card ownership, Pagar Merbau District took first place. Galang District ranked second, while Lubuk Pakam District placed third.
In the category for villages and urban neighborhoods with the highest number of transactions through the PATEN-KALI service, Sambirejo Timur Village in Percut Sei Tuan District took first place.
Paya Bakung Village in Hamparan Perak District ranked second. Kenangan Baru Urban Village in Percut Sei Tuan District placed third.
The launch of the
Salak Deli self-service system, together with the strengthening of various other service innovations, marks another step by the Deli Serdang Government toward more citizen-oriented population administration. The regional government is also using digitalization as a tool to accelerate services and strengthen transparency in the application process for population documents.
