MEDAN | INDATANEWS.COM - The Deli Serdang District Government has reaffirmed its commitment to accelerating the registration and certification of waqf land. The commitment was reaffirmed on Thursday, August 27, 2026, through the signing of a memorandum of understanding and a cooperation agreement on accelerating waqf land registration by Deli Serdang Deputy Regent Lom Lom Suwondo SS.
The signing ceremony was held at the Raja Inal Siregar Hall at the
North Sumatra Governor's Office in Medan. During the event,
Lom Lom Suwondo signed the agreement alongside
Deli Serdang Chief Prosecutor Sapta Putra, Head of the
Deli Serdang Land Office Mahyu Danil, Head of the
Deli Serdang Ministry of Religious Affairs Office H. Saripudin Daulay, and a representative of the Indonesian Waqf Board (Badan Wakaf Indonesia) in
Deli Serdang.
The interagency cooperation marks a strategic step toward accelerating the legalization of waqf land in Deli Serdang. The government and relevant institutions are committed to ensuring that every waqf asset has a clear administrative and legal foundation so that it remains protected in the long term and continues to benefit the community.
Strengthening Legal Certainty for Waqf Assets
Accelerating the registration of waqf land plays an important role in providing legal certainty for land donated by members of the public as waqf. Land certificates are among the most important instruments for clearly establishing ownership status and preventing potential legal disputes in the future.
Under the agreement, the regional government, prosecutors' office, Land Office, Ministry of Religious Affairs, and Indonesian Waqf Board will work to improve coordination in the registration of
waqf land. The cooperation is also expected to help resolve various administrative issues that have so far hindered the issuance of certificates.
A clear legal foundation helps waqf asset managers preserve the land in accordance with the original purpose of the endowment. Certification also provides protection against potential ownership disputes or attempts by other parties to take control of the land.
North Sumatra Governor Muhammad Bobby Afif Nasution stressed that the agreement must not end with its signing. He urged all parties involved to immediately translate the agreement into concrete measures to accelerate the administrative processing and certification of
waqf land.
"With a clear legal foundation, the land can continue to benefit the community, and the reward for the ongoing good deeds of the waqif can continue to flow," he said.
The statement underscores the importance of accelerating certification as part of efforts to secure the long-term benefits of
waqf land. With complete legal documentation, waqf managers can carry out their duties and manage the assets more securely and in accordance with their intended purpose.

Thousands of Additional Certificates Targeted
Head of the North Sumatra High Prosecutor's Office Muhibuddin said there remains a significant gap between the number of waqf plots and those that have already been certified in North Sumatra.
According to data he presented,
North Sumatra has around 14,683 waqf plots. However, only 6,030 plots have been certified to date. The situation shows that a large number of waqf assets still need to be legally registered to provide them with legal certainty.
Muhibuddin urged all parties to use the interagency cooperation as a catalyst to resolve the issue more quickly. He even set a target of increasing the number of certified waqf plots by thousands.
"At the very least, we can add another 6,000, bringing the total to 12,000. Insyaallah, we can achieve this target through our joint efforts," he said.
Achieving this target will require close coordination and joint efforts among regional governments, Land Offices, the Ministry of Religious Affairs, prosecutors' offices, and the Indonesian Waqf Board. Each institution has its own role in ensuring that the registration process runs efficiently and reaches waqf land that has yet to be certified.

The signing of the memorandum of understanding and cooperation agreement at the regional level also demonstrates that the legalization of
waqf land requires the involvement of multiple stakeholders. The regional government can drive coordination, while the relevant technical agencies carry out their duties in accordance with their respective authorities.
The Land Office plays a central role in the administrative processing and certification of land. The Ministry of Religious Affairs and the Indonesian Waqf Board can help ensure that data and the administration of waqf land comply with applicable regulations. The prosecutors' office, meanwhile, can provide legal support in protecting the assets.
For the community, faster certification offers long-term benefits. Land backed by a stronger legal foundation can be better protected from ownership disputes, allowing the public to continue benefiting from it in accordance with the wishes of the donor.
The Deli Serdang District Government's cooperation with the various institutions demonstrates its commitment to establishing more orderly management of waqf assets. The move is also part of efforts to build a safer, more transparent, and legally secure system for managing waqf land.
