All DPRA Factions Approve 2025 APBA Accountability Report

BANDA ACEH | INDATANEWS.COM - All factions in the Aceh Provincial Legislative Council (DPRA) have approved the draft Aceh Qanun on accountability for the implementation of the Aceh Budget (APBA) for the 2025 fiscal year. The approval was announced during a DPRA plenary session on Thursday, August 27, 2026, at the DPRA building in Banda Aceh.

With all factions endorsing the draft, the DPRA can proceed with the adoption of the Aceh Qanun on accountability for the implementation of the 2025 APBA. The document contains various financial reports from the Aceh Government, including the budget realization report, the report on changes in the budget surplus, the balance sheet, the operational report, the cash flow statement, the statement of changes in equity, and notes to the financial statements.

The Aceh Regional Office of the Audit Board of the Republic of Indonesia (BPK) has also audited the financial statements. The audit findings form an important part of the parliamentary deliberations on accountability for the implementation of the 2025 APBA.

The financial reports show that Aceh recorded revenue of Rp10.70 trillion during the 2025 fiscal year. During the same period, actual government expenditure reached Rp10.65 trillion. The difference between revenue and expenditure resulted in a surplus of Rp47.35 billion.

On the financing side, financing receipts amounted to Rp530.39 billion, while financing expenditures reached Rp59.28 billion. This resulted in net financing of Rp471.10 billion and a remaining budget surplus (SiLPA) of Rp518.46 billion.

Fadhlullah Appreciates DPRA Support

Aceh Deputy Governor Fadhlullah expressed his appreciation to DPRA members, particularly the Budget Committee and all factions, for their participation in the deliberations on accountability for the implementation of the 2025 APBA.

"Our special thanks go to the members of the Aceh Parliament who prepared and delivered the statement of the DPRA Budget Committee, as well as the DPRA factions that prepared and delivered their respective final statements," Fadhlullah said in his address.

Fadhlullah said the Aceh Government would take into consideration all views, proposals, recommendations, and constructive corrections raised during the deliberations. The government would follow up on these inputs in accordance with applicable laws and regulations.

"We are confident that the management of Aceh's finances under the 2025 APBA was carried out based on the principles of good governance and in an economical, effective, efficient, transparent, and accountable manner," he said.

Fadhlullah also assured that the Aceh Government would oversee the implementation of all BPK recommendations concerning the financial statements of the Aceh Government for the 2025 fiscal year.

He said the Aceh Inspectorate would play a central role in assisting and monitoring the implementation of the recommendations contained in the BPK audit report. To ensure the process is carried out effectively, the Aceh Government would also strengthen coordination with the BPK Regional Office in Aceh.

SiLPA and Special Funds for Priority Programs

Following the DPRA's approval of the accountability report for the implementation of the 2025 APBA, the Aceh Government is preparing several measures to follow up on the outcomes of the deliberations. One of them concerns the use of the SiLPA from the 2025 fiscal year.

Fadhlullah said the government would use the SiLPA in accordance with applicable laws and regulations. At the same time, the government reaffirmed its commitment to focusing special autonomy funds (Dana Otonomi Khusus) on programs and activities that directly benefit the people.

Priority areas for the use of these funds include education, healthcare, poverty alleviation, infrastructure development, strengthening the people's economy, and improving the quality of human resources.

In addition to managing regional finances, the Aceh Government is also placing particular emphasis on accelerating rehabilitation and reconstruction following hydrometeorological disasters that affected several areas.

Fadhlullah said the government would restore damaged facilities and infrastructure while also improving the living conditions of affected communities.

"The Aceh Government will also strengthen coordination with both the central government and district and city governments to secure financial support so that rehabilitation and reconstruction can be carried out optimally," he said.

The Aceh Government will also optimize the implementation of the APBA so that priority programs outlined in the Medium-Term Development Plan can achieve their intended targets.

Boosting Regional Revenue and Investment

In his address, Fadhlullah also emphasized the importance of increasing Aceh's Own-Source Revenue (Pendapatan Asli Aceh/PAA) and optimizing the management of regional assets. The Aceh Government will improve the utilization and management of provincial assets to increase regional revenue.

In addition, the government will instruct all Aceh Regional Work Units (Satuan Kerja Perangkat Aceh) to identify additional revenue potential according to their respective duties and responsibilities. These measures are part of efforts to strengthen Aceh's fiscal independence and reduce dependence on certain sources of financing.

In the economic sector, the Aceh Government intends to promote investment. This is expected to support economic growth while strengthening the region's fiscal capacity.

"The Aceh Government will instruct all Aceh-owned enterprises (Badan Usaha Milik Aceh/BUMA) to develop into profit centers by optimizing Aceh's own-source revenue in order to strengthen fiscal independence," he said.

Fadhlullah described the completion of deliberations on the draft Qanun concerning accountability for the implementation of the 2025 APBA as a reflection of cooperation between the regional government and the DPRA.

The unanimous approval of the draft Qanun by all factions is also part of the accountability process for the management of Aceh's finances. The Aceh Government will now follow up on the various recommendations and inputs arising from the deliberations while ensuring that regional budget funds are used in compliance with regulations and that development programs deliver tangible benefits to the people.
