DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government on Wednesday, August 19, 2026, began a competency assessment for Primary High Leadership Positions (JPT Pratama) for 2026. A total of 16 senior officials are taking part in the assessment. The event is being held at Wing Hotel Kualanamu in Batang Kuis District and is part of efforts to strengthen civil service personnel management based on the merit principle.

Lom Lom Suwondo SS said during the opening that the competency assessment plays an important role in ensuring that officials appointed to strategic positions possess the competence, integrity and performance required to meet the demands of their duties.
"This competency assessment is part of our efforts to implement civil servant management based on the merit principle. We want to ensure that those occupying strategic positions actually possess the appropriate competencies," Lom Lom said.
Strengthening Leadership Across Government Agencies
Lom Lom explained that the quality of leadership within government agencies is a key factor in the success of the regional government in implementing its development programs. Leadership backed by adequate skills and integrity will support the realization of Deli Serdang's development vision: healthy, educated, prosperous, religious and sustainable.
Therefore, the competency assessment is not merely an evaluation of officials' abilities. It is also a step taken by the regional government to improve the professionalism of civil service personnel and the quality of public services.
"This is not merely an assessment, but an opportunity to identify strengths, weaknesses and areas with potential for further development. What matters is the commitment to providing the best possible service to the public," he said.
Lom Lom also called on all parties involved in the process to conduct every stage of the competency assessment objectively, transparently and professionally. A measurable and accountable process will help the regional government accurately assess the competencies of its officials. The results can subsequently serve as a basis for filling top-level leadership positions.
He expressed hope that the competency assessment would provide a clear picture of each participant's capabilities while also supporting the implementation of the merit principle in personnel management within the Deli Serdang administration.

Three-Day Competency Assessment
Deli Serdang Head of the Personnel and Human Resources Development Agency (BKPSDM), M Yusuf, said the competency assessment is being conducted based on recommendations from the Head of the National Civil Service Agency (BKN), numbered 39206/R-AK.02.03/SD/K/2026 dated July 31, 2026, and 3999/R-AK.02.03/SD/2026 dated August 5, 2026.
The two recommendations concern approval of the plan to conduct the competency assessment for Primary High Leadership Positions within the Deli Serdang Regency Government.
In addition to the BKN recommendations, the regional government is conducting the assessment based on
Deli Serdang Regent Decree No. 100.3.3.2/717/KPTS/2026 dated August 10, 2026, concerning the establishment of the selection committee for the appointment of Primary High Leadership Positions within the
Deli Serdang Regency Government.
M Yusuf said the competency assessment is scheduled to take place over three days, from Wednesday, August 19, 2026, through Friday, August 21, 2026. The assessment is divided into two components: administrative selection, including an evaluation of professional track records, accounts for 20 percent, while the interview carries an 80 percent weighting.
This weighting forms part of the assessment process for participants in the competency examination. The regional government will subsequently use the assessment results to obtain a comprehensive picture of the competencies and professional backgrounds of the officials involved in the process.
M Yusuf explained that the process does not end with the assessment at the regional government level. After all stages have been completed, the selection committee will submit the competency assessment results to the BKN to obtain approval for the appointment of officials to Primary High Leadership Positions within the Deli Serdang Regency Government.

Also attending the opening were Deli Serdang Regional Secretary and Chairman of the Selection Committee Dedi Maswardy, along with committee members and assessors. The presence of the selection committee and assessors is intended to ensure that all stages of the competency assessment are carried out in accordance with established procedures.
Through the implementation of the competency assessment, the
Deli Serdang administration is reaffirming its commitment to professional governance. At the same time, the regional government views strengthening leadership competencies as an important factor in improving public services and achieving regional development goals.
