TOBA | INDATANEWS.COM ~ Regional Secretary of Toba Regency, Paber Napitupulu, has called on all state civil servants (ASN) to accelerate the implementation of their work programs as March draws to a close, marking a crucial period for performance evaluation.
The directive was delivered during a joint morning assembly held at the Regent's Office courtyard in Balige, Notrh Sumatra, Indonesia, on Monday (March 30, 2026).
Paber emphasized that thorough preparation is essential to achieving optimal results.
"Poor preparation will inevitably lead to unsatisfactory outcomes. Even good preparation does not always guarantee success—let alone inadequate planning," he stated.

Accelerating OPD Program Implementation
Paber urged all Regional Apparatus Organizations (OPD) to expedite the execution of programs planned since the beginning of the year. He warned that delays could negatively affect the overall performance of the regional government.
He stressed the importance of effective time management within each OPD to ensure that all project phases run according to schedule. Structured and goal-oriented implementation, he added, is key to successful governance.

Strengthening Public Awareness on Fire RisksIn addition to program acceleration, Paber called on ASN personnel to actively educate the public about fire hazards. This comes amid a rise in fire incidents reported across Toba Regency in recent weeks.
He noted that although rainfall has recently occurred, the region had experienced nearly two months of dry conditions beforehand, significantly increasing fire risks.
According to Paber, ASN play a crucial role in raising public awareness and promoting preventive measures to reduce the likelihood of fires.

Reactivating and Updating OPD Websites
Paber also instructed all OPD units to reactivate and regularly update their official websites. He highlighted that transparent and accessible information is a cornerstone of modern public service.
"All data must be updated so the public can easily access the latest information from each OPD at any time," he concluded. (IDNC)
