DELI SERDANG | INDATANEWS.COM - A joyful smile appeared on the face of the Darson Tarigan family after Deli Serdang Regent Asri Ludin Tambunan, accompanied by the Chairperson of the Deli Serdang TP PKK, Jelita Asri Ludin Tambunan, officially inaugurated a habitable house built through the Rumah Tidak Layak Huni (RTLH) or Uninhabitable House program in Medan Krio Village, Sunggal Subdistrict, on Monday, July 27, 2026.
The house represents the commitment of the Deli Serdang Regency Government to improving the quality of life for low-income communities. Through the RTLH program, the regional government not only provides more comfortable housing facilities but also assists residents in securing legal ownership administration for their homes.
New Home Brings Hope for the Tarigan Family
The inauguration of Darson Tarigan's house took place in a touching atmosphere. The assistance provided through the program brought significant changes for the beneficiary family, who previously lived in a house with inadequate living conditions.
"This house means a great deal to our family. We thank the Regent and the Deli Serdang Government for helping us obtain a proper home," said Darson Tarigan.
In
Sunggal Subdistrict, the Deli Serdang Government has provided four RTLH assistance packages for residents. Three houses have been completed, including the homes of Damri Ginting in Sukamaju Village, Sabrina in Sei Beras Sekata Village, and Darson Tarigan in
Medan Krio Village.
Another house belonging to Irmayani in Serbajadi Village is still under construction. The program is part of the regional government's efforts to ensure that residents have healthier, safer, and more comfortable living spaces.
In addition to house construction, the Deli Serdang Government is also paying close attention to the legal security of land ownership. The regional government is collaborating with the Agrarian Affairs and Spatial Planning Agency/National Land Agency (ATR/BPN) to facilitate the issuance of ownership certificates for beneficiaries.
During the certification process, recipients receive land ownership documentation from the subdistrict administration. The government also provides assistance through exemptions from Land and Building Tax (PBB) payments and Building Approval (Persetujuan Bangunan Gedung/PBG) fees.

RTLH Program Covers More Than Physical Housing Assistance
Deli Serdang Regent Asri Ludin Tambunan stated that the RTLH program goes beyond merely constructing houses.
"We are not only building houses, but also assisting with administrative matters. The PBB is zero, and PBG is also provided. My hope is that people can live comfortably without being burdened by administrative issues," said Asri Ludin.
He emphasized that the government must be present by providing comprehensive solutions for the community. A proper home, he said, must be supported by legal certainty so residents can occupy their houses with a sense of security.
Through this program, the Deli Serdang Government seeks to reduce the burden on beneficiaries, particularly residents with limited economic capacity.
Asri Ludin also reminded regional government employees to continue paying close attention to community needs directly. Government agencies should not focus solely on infrastructure projects but must also improve the quality of public services.
During a dialogue with residents, Asri Ludin received information regarding the condition of two children with special needs from Purwodadi Village. They are 14-year-old Farel Alvaro, who has a hearing impairment, and M Bustami Harahap from Dusun XII, Purwodadi Village.
After receiving the information, the Regent immediately instructed relevant agencies to provide assistance and ensure that both children receive access to medical services and education suitable for their needs.
"Take them to the hospital for further examination. After that, we will determine the best steps according to their conditions, including healthcare, education, and other necessary support," said Asri Ludin.

Government Responds Quickly to Special Needs Communities
Asri Ludin stated that the government must remain present in addressing all community issues, including supporting groups requiring special services.
According to him, children with special needs require accurate data collection, assistance, and proper care so they can exercise equal rights in healthcare and education.
"If there are residents who need assistance, especially children requiring special attention, they must not be left alone. The government must be present, collect data, provide assistance, and ensure they receive appropriate services," he stressed.
He expressed hope that all government agencies would respond quickly whenever information about social issues is received. Through institutional cooperation, the government can provide more targeted services that are directly felt by the community.
The RTLH program is a strategic initiative of the Deli Serdang Government to improve public welfare. The program not only creates better housing opportunities but also strengthens the government's commitment to delivering public services that directly address the basic needs of residents.
