DELI SERDANG | INDATANEWS.COM - The Deli Serdang Regency Government has delivered the Regent's response to the general remarks submitted by factions of the Deli Serdang Regional House of Representatives (DPRD) regarding the Draft Regional Regulation (Ranperda) on the Accountability Report for the Implementation of the 2025 Regional Budget (APBD).

Deli Serdang DPRD plenary meeting held on Wednesday, July 22, 2026. The session was chaired by
Deli Serdang DPRD Speaker Zakky Shahri and attended by DPRD leadership, members of the legislative body, and representatives of the
Deli Serdang Regency Government.
In his address, Lom Lom expressed appreciation to the DPRD factions for their various recommendations, remarks, criticisms, and support for the implementation of regional governance. He stated that the views submitted by the factions represent an important part of the legislature's oversight function and strengthen cooperation between the legislative and executive branches in advancing regional development.
Regional Revenue Optimization Continues to Be Strengthened
Responding to DPRD factions' suggestions regarding efforts to increase Regional Original Revenue (PAD), the Deli Serdang Government stated that various strategies continue to be implemented to optimize the region's revenue potential.
These efforts include validating revenue potential, digitizing regional tax services, strengthening supervision of taxpayers, optimizing tax collection, and installing tapping box systems to minimize potential revenue leakages.
The Deli Serdang Government explained that these measures have contributed positively to regional tax revenues. In the 2025 fiscal year, realized regional tax revenues exceeded IDR 1 trillion.
In addition to increasing revenue, the regional government continues to review budget management to ensure that every program and activity is implemented effectively, efficiently, and in a targeted manner, while providing tangible benefits to the community.
Regarding the budget surplus (SILPA), the Deli Serdang Government explained that most of the remaining budget resulted from exceeding revenue targets, the settlement of claims from the North Sumatra Provincial Government's financial transfer funds, remaining funds from the Special Allocation Fund (DAK), and leftover service budgets from Regional Public Service Agencies (BLUD).
The government assured that the utilization of SILPA remains in accordance with applicable regulations and will continue to support regional development programs.

Education and Health Remain Key Priorities
In the field of basic public services, the Deli Serdang Government reaffirmed its commitment to continuously improving education and healthcare services for residents.
In the education sector, the government has implemented various measures to improve quality, including supporting teachers, providing incentives for honorary teachers and educators at religious schools, and awarding educational scholarships for outstanding teachers.
In the healthcare sector, the Deli Serdang Government continues to strengthen funding for the National Health Insurance (JKN) program. Additional budget allocations through the Regional Government Contribution Assistance (PBI) program are also being prepared as part of the APBD amendment process.
Beyond funding support, the government is also encouraging improvements in healthcare services through faster response times and optimization of healthcare delivery systems for the community.
The Deli Serdang Government also confirmed that all findings from the Audit Board of the Republic of Indonesia (BPK RI) continue to be addressed through monitoring, evaluation, and implementation based on established action plans.
Should any violations affecting regional finances be identified, the regional government stated its readiness to coordinate with relevant authorities in accordance with prevailing laws and regulations.

Smart City and Infrastructure Development in Focus
To improve public services, the Deli Serdang Government stated that the Public Service Mall (Mall Pelayanan Publik/MPP) has integrated various government services into a unified service system since April 1, 2026.
The government also continues to evaluate the performance of regional agencies and regional-owned enterprises to improve the quality of public services for the community.
In the infrastructure and environmental security sectors, the Deli Serdang Government explained that the expansion of public street lighting (PJU) remains one of its main priorities. Street lighting installations are prioritized, particularly in crime-prone areas and regency roads, while considering regional financial capacity.
In addition, the installation of surveillance cameras (CCTV) is included in the objectives of the
Deli Serdang Smart City master plan. The use of this technology is expected to improve public safety, accelerate emergency responses, and strengthen digital public services.
The Deli Serdang Government also ensured that priority infrastructure projects, including road improvements, will continue to be implemented gradually according to development priorities and available budget resources.
In responding to all remarks submitted by DPRD factions, the
Deli Serdang Government emphasized that all programs and policies will continue to be adjusted to the region's financial capacity. Priority will be given to projects that directly contribute to improving community welfare.
"The general remarks from the factions reflect constitutional responsibility and the shared commitment of the legislative and executive branches to realize transparency and improve regional financial management in accordance with applicable regulations," said the Deputy Regent while delivering the Regent's response.
The
Deli Serdang Government hopes that cooperation between the executive and legislative branches will continue to strengthen, allowing the discussion of the Ranperda on the Accountability Report for the Implementation of the
Deli Serdang APBD 2025 to proceed smoothly until its approval as a Regional Regulation.
Also present at the plenary meeting were Deli Serdang DPRD Deputy Speakers Agustiawan Saragih and Hamdani Syahputra, DPRD members, and representatives of the Deli Serdang Regency Government. (IDNC)
