DELI SERDANG | INDATANEWS.COM ~ The government of Deli Serdang Regency is intensifying its reform agenda for the discipline of State Civil Apparatus (ASN), focusing on integrity, innovation, and improved public services. Regent Asri Ludin Tambunan emphasized the need to eliminate the negative stigma surrounding ASN performance—particularly issues of low discipline and limited creativity—and replace it with a more professional work culture.

The directive was delivered during a joint gathering held after Eid al-Fitr celebrations, combined with a Halal-bihalal event at the Deli Serdang Regency Government complex on Wednesday, March 25, 2026.

Towards a New Public Service Culture

Asri Ludin stressed that the local administration is targeting a comprehensive transformation of ASN work culture this year. All structural officials—from echelon III and IV levels to team leaders—are required to strictly comply with regulations while actively promoting innovation in public service delivery.

"In this year, our major goal is to eliminate the negative stigma attached to ASN in Deli Serdang. Issues such as tardiness and lack of innovation must become a thing of the past," he said.

He also underlined that public service must be the top priority in daily governance.

"There should be no culture of delay or transactional practices. Public service must be our daily guiding principle," he added.

Clear Directives for OPD Coordination

The Regent also instructed all heads of Regional Apparatus Organizations (OPD) to strengthen internal coordination mechanisms to ensure faster problem-solving, including responses to public complaints on social media platforms.

"I want every OPD to hold at least two short coordination meetings per week. They do not need to be long, but they must be solution-oriented and focused on citizens' concerns," he stated.

Idulfitri as a Turning Point for ASN

Asri Ludin Tambunan called on all ASN to use Idulfitri as a moment of reflection and moral improvement. He emphasized that disciplinary violations leading to severe sanctions should no longer occur.

"Show that after Ramadan you become a renewed individual with stronger motivation," he said, expressing hope that no ASN would again face dismissal without honorable status due to disciplinary breaches.

The event was attended by Vice Regent Lom Lom Suwondo, Regional Secretary Dedi Maswardi, the Head of TP PKK, and other Forkopimda representatives. The session was led by BKPSDM Head M. Yusuf, while Deputy Administrative Assistant Rudi Akmal Tambunan served as ceremony coordinator.

A Halal-bihalal gathering followed, involving representatives from OPD, state-owned enterprises, regional companies, private sector partners, and honorary staff within the local government. (IDNC)
