JAKARTA | INDATANEWS.COM - Deli Serdang Regency secured second place in the 2026 National Regional Development Award (Penghargaan Pembangunan Daerah/PPD) in the regency category. The award recognizes the quality of development planning as well as the performance of the regional government in delivering tangible impacts for the community.

Deli Serdang TP PKK and relevant representatives of the regional administration. He described the national award as evidence that the regional government has continued to improve the quality of its development planning and public services.
"Alhamdulillah, this is evidence that the quality of development planning in Deli Serdang is getting better. This award is certainly a motivation for me and all ASN to continue improving the quality of our work and provide the best possible services to the community," he said.
Asri Ludin also expressed his gratitude to all representatives of the regional administration and the community whose support and cooperation contributed to the successful implementation of various development programs in
Deli Serdang.
"Thank you to the community and all ASN within the regional administration. Alhamdulillah, we were able to secure second place in a national award. This provides an important foundation for us to continue planning various programs that have a tangible impact on the people of Deli Serdang," he said in conclusion.
PPD as an Impetus for Regional Development
Minister of National Development Planning and Head of Bappenas Rachmat Pambudy emphasized that the PPD is not merely a form of recognition for regional governments.
According to him, the award should instead serve as an impetus for regional governments to improve the quality of development and work even more intensively to promote the welfare of the community.
"The award is not a gift, but an encouragement to work even harder," Rachmat said.
Rachmat explained that national development is the result of the combined development processes taking place across the regions. Therefore, regional governments must translate national development planning into programs and policies that respond to the needs of communities in their respective regions.
Ultimately, development planning must be directed toward improving public welfare. Therefore, the PPD does not only measure the success of a regional government in preparing planning documents, but also considers how such planning is translated into services and tangible benefits for the community.
The government has organized the PPD since 2011. Previously, the award was known as the Anugerah Pangripta Nusantara (APN). The government uses the PPD as an instrument to improve the quality of planning and the performance of
regional development.
In addition to serving as an awards platform, the PPD also functions as a forum for exchanging experiences among regions. The government can examine various innovations and development practices implemented by award-winning regions and subsequently use them as references for other regions.
For
Deli Serdang Regency, this year's award also continues a series of national achievements.
Deli Serdang previously secured first place in the APN in the regency and city category in 2013 under the leadership of then-Regent Amri Tambunan.

Assessment Focuses on Development Impact
Deputy Minister for Development Governance, Evaluation and Risk Management at the Ministry of PPN/Bappenas, Tri Dewi Virgiyanti, explained that the 2026 PPD assessment focused particularly on the quality of development. This quality must be demonstrated through tangible impacts and contributions of regional programs to public welfare.
The assessment team also examined innovations and priority programs implemented by regional governments that contribute to the achievement of national development targets. In the 2026 PPD, human resource development received greater emphasis in the assessment process.
The government strengthened the PPD 2026 assessment process through three stages. The first stage evaluates planning documents. The team then conducts interviews and field verification. In the third stage, regional governments present their development outcomes and programs before the assessment panel.
The presentation by regional governments represents an additional strengthening of the
PPD 2026 implementation process. It enables the assessment panel to confirm and examine more deeply the achievements, strategies and development innovations implemented by regional governments.
A total of all 38 provinces, 334 of the 415 regencies and 86 of the 94 cities participated in the PPD 2026. The assessment process involved technical teams from various work units within the Ministry of PPN/Bappenas, independent teams from academic and professional backgrounds, as well as the main assessment team and an assessment panel comprising representatives of several ministries and government agencies.
The involvement of various stakeholders is intended to ensure that the quality of
regional development can be assessed comprehensively. The government considers not only planning documents, but also their implementation, innovations, outcomes and impacts on the community.

Home Ministry Highlights Planning Consistency
Deputy Minister of Home Affairs Ribka Haluk praised all regional governments that received awards in the 2026 PPD. At the same time, she emphasized the importance of consistent alignment between national development planning and development planning at the regional level.
"What is assessed is how consistently the regional government aligns the RPJM and the RPJMD. I think these are important points that we all need to consider: consistency with the established plans is very important," she said.
According to Ribka, planning consistency is an important aspect in ensuring that regional development programs remain within the development objectives established by the government. Consistent planning also helps the government focus resources on programs that benefit the community.
In addition to consistency, Ribka emphasized the importance of using accurate data in development planning. Regional governments must ensure that the data they use accurately reflects the living conditions of the population. This enables the government to measure development outcomes and establish programs that respond to actual needs.
The government expects the results of the 2026 PPD not to end with the presentation of the awards. The assessment results are also intended to provide feedback for regional governments to strengthen the quality of their planning and improve development performance in the next period.
Good practices identified during the assessment process are also expected to serve as learning materials for other regions. In this way, innovations and programs that have demonstrated benefits for the community can be adopted and further developed according to the characteristics of each region.
In the 2026 PPD results for the regency category, Kendal Regency secured first place. Deli Serdang came in second, followed by South Lampung, Sumedang and Sleman regencies.
In the city category, the five highest-ranked regions were Surabaya, Manado, Pekalongan, Tangerang and Balikpapan.
In the province category, West Java, Jakarta, Central Java, South Sulawesi and South Sumatra were among the five highest-ranked regions.

Deli Serdang Regency Government now has an additional foundation to further improve planning quality, strengthen the performance of government agencies and ensure that every development program delivers increasingly tangible benefits to the community.
