MEDAN | INDATANEWS.COM - Deputy Governor of Sumatera Utara Surya has called on all Regional Government Organizations (OPD) and Regional-Owned Enterprises (BUMD) to coordinate their efforts to optimize Regional Original Revenue (PAD) during the second half of 2026.
Surya said accelerating revenue realization was an important part of maintaining the financial capacity of the
Sumatera Utara Provincial Government. At the same time, the move is expected to ensure that the region's revenue targets can be achieved by the end of the 2026 fiscal year.
Surya made the statement on Wednesday, September 23, 2026, while chairing a leadership meeting on accelerating the realization of the PAD target for the second half of 2026 at the Sumatera Utara Governor's Office on Jalan Diponegoro Number 30, Medan.
"In optimizing revenue, we must speak with one voice and act together to increase Regional Original Revenue. This particularly applies to the 15 OPD and BUMD," Surya said.
According to Surya, revenue optimization cannot be carried out in isolation. Every OPD and BUMD that contributes to regional revenue must actively assume responsibility, strengthen coordination and immediately address various obstacles that could hinder the achievement of revenue targets.
Government Forms Revenue Optimization Team
To accelerate the achievement of revenue targets, the Sumatera Utara Provincial Government has established a team to optimize revenue from regional service fees. The composition of the team was determined through a gubernatorial decree.
Under the structure,
Deputy Governor of Sumatera Utara Surya serves as chairman of the team. The Regional Secretary of Sumatera Utara serves as secretary, while the head of the regional tax agency has been appointed as team coordinator.
The technical team also includes the Regional Development Planning, Research and Innovation Agency (Bappelitbang), the Regional Finance and Asset Agency (BKAD), the Inspectorate and the Legal Bureau.
Surya called on the Regional Secretary and all relevant agencies to ensure that members of the technical team attend every evaluation meeting. He said the presence of all stakeholders was important so that problems could be discussed directly and follow-up measures could be decided to address various obstacles to achieving revenue targets.
Cross-agency coordination is also needed to ensure that revenue optimization measures move in the same direction. Through this working model, all revenue potential is expected to be monitored continuously, while emerging problems can be resolved quickly before they affect year-end results.

Regional Revenue Reaches IDR 8.9 Trillion
During the leadership meeting, Head of the Sumatera Utara Provincial BKAD Timur Tumanggor presented an update on budget realization through September 22, 2026.
According to the report, regional revenue reached IDR 8.9 trillion, or 69.8 percent of the IDR 12.8 trillion target. The realization was higher than during the same period in 2025, when it stood at 59.06 percent.
However, Regional Original Revenue still requires acceleration. As of September 22, 2026, PAD realization had reached 59.15 percent, equivalent to approximately IDR 4.1 trillion of the IDR 6.9 trillion target.
Transfer revenue, meanwhile, reached 82.66 percent, or IDR 4.8 trillion of the IDR 5.8 trillion target. On the expenditure side, the Sumatera Utara Provincial Government had realized 51.8 percent of its total IDR 12.8 trillion budget.
These figures serve as a basis for the regional government to evaluate progress and determine acceleration measures for the remaining period of the 2026 fiscal year. The
Sumatera Utara Provincial Government must maintain the positive revenue trend while optimizing PAD sectors that still have room for growth.
The Sumatera Utara BKAD also presented details of revenue from regional taxes, regional service fees and the management of separated regional assets through BUMD.
For
regional taxes, the
Sumatera Utara Provincial Government has set a target of IDR 6.2 trillion. As of September 22, 2026, realization stood at IDR 3.5 trillion, or 56.59 percent.
Among the individual tax categories, realization of the Motor Vehicle Tax (PKB) reached 51.23 percent. The Motor Vehicle Fuel Tax (PBBKB) stood at 65 percent.
Surface Water Tax revenue reached IDR 141 billion against a target of IDR 147 billion. Tobacco Tax realization reached 50 percent.
The performance of each tax category is at the center of the evaluation to optimize PAD. The Sumatera Utara Provincial Government must ensure through the relevant organizations that tax collection, monitoring and enforcement are carried out effectively so that existing revenue potential can be maximized.

Regional Fees and BUMD Contributions Remain in Focus
In addition to
regional taxes, service fees were also a major focus of the leadership meeting. The
Sumatera Utara Provincial Government has set a regional service fee revenue target of IDR 243 billion.
As of September 22, 2026, realization had reached IDR 165 billion, or 67.96 percent. The figure continues to be reviewed by the team responsible for optimizing regional service fee revenue to ensure that collections remain on track toward the year-end target.
Optimization measures also cover PAD generated from the management of separated regional assets by BUMD. For this sector, the
Sumatera Utara Provincial Government set a target of IDR 407 billion.
As of September 22, 2026, realization in this sector had reached IDR 325 billion, or 79.7 percent of the target. The figure demonstrates that BUMD contributions remain an important component in increasing PAD in Sumatera Utara.
PT Bank Sumut, for example, paid a dividend or contribution of IDR 265 billion against a target of IDR 350 billion. In addition, the BUMD position from Bank Sumut achieved 100 percent realization, with a value of IDR 45.5 billion.
PT PPSU also recorded realization above its निर्धारित target. The company reached 103.23 percent, equivalent to IDR 6.9 billion.
The
Sumatera Utara Provincial Government is now relying on regular evaluations and monitoring by the optimization team to accelerate revenue realization in sectors where improvements are still needed.
Surya emphasized the importance of joint action by all regional government sectors and BUMD. Strong coordination, he said, should help resolve various problems more quickly while ensuring that every available revenue opportunity contributes to regional income.
As the 2026 fiscal year progresses, the
Sumatera Utara Provincial Government will continue to evaluate developments in PAD, regional service fees,
regional taxes and BUMD contributions. These measures are intended to help secure revenue targets and strengthen the region's financial capacity through the end of the fiscal year.
The Sumatera Utara Provincial Government expects all OPD and BUMD to maintain consistent coordination so that revenue acceleration does not take place only during evaluation meetings but also through concrete measures within their respective areas of responsibility.
The 2026
regional revenue target is expected to be pursued comprehensively through joint efforts, closer monitoring and swift handling of obstacles arising in the revenue optimization process.
